- Mayor of Piraeus, Greece. Stephanos Th. Xeno's illustrated book 'The World Exhibition' (London 1852) about the 1851 Great Exhibition, Crystal Palace, was dedicated to Lucas Ralli, now in the collection of St Sophia, London. (Christopher Long)
- Member of the Executive Committee which attempted the liberation of Chios in 1827. Grand Officer of the Order of the Saviour, Greece. Lived on Syros and at Piraeus.
- Committed to improving the educational system and opened the first Boy's grammar school in Piraeus. Wrote to Constantine Ionides in London asking for help with these projects.
- He is likely to have signed a letter to the provisory Greek Parliament in 1825 demanding it include a Chiot deputy.
